Site Preparation in Courtenay

What gets stripped, where the pad sits, and how deep the fill goes — decided before the machine arrives, not during.

Site preparation covers stripping topsoil, cutting a building pad to the elevations on the approved drawings, and compacting the subgrade before footings go in. Site preparation in the Comox Valley commonly runs $3,000 to $20,000, driven by lot size, how much material leaves the property, and whether the subgrade needs imported structural fill. Machine and operator time is $110 to $160 an hour for a mini excavator and $150 to $250 for a standard machine. Ranges only — a written quote follows a site walk.

A building pad is the one part of a project that cannot be fixed later without moving everything above it. Getting the elevations, the drainage fall, and the compaction right at the start is cheaper than any remedy afterward.

What site preparation includes

Site preparation is everything between a cleared lot and a footing that can be poured. On a typical Comox Valley residential build that means stripping organics off the footprint, excavating to the design subgrade, importing and compacting structural fill where the native soil will not carry, and shaping the surrounding ground so surface water leaves the building envelope.

On tight infill lots in the city, the constraint is usually access and stockpile room rather than soil. On acreages toward Merville and Black Creek, the constraint is haul distance — every cubic metre that leaves the property costs money twice, once to load and once to dump. Reusing cut material as fill on the same lot is the single biggest lever on a site prep budget.

Where a project also needs drainage installed before backfill, the two scopes are usually quoted together, because trenching after a pad is compacted means disturbing work already paid for.

Comox Valley ground and what it means for a pad

The valley's three common subgrades behave very differently under a building pad. Quadra Sand, which forms the cliffs from Comox Bay north to Black Creek, drains fast and compacts well, but will not hold a vertical face — excavations in it need to be benched or sloped, and stockpiles kept back from the edge.

Vashon till, the grey compacted clay band sitting over that sand across much of the valley, is strong once compacted but sensitive to moisture. Worked wet, till turns to mud and loses bearing. The practical answer is to schedule till work outside the October-to-April wet season where the build calendar allows, since the valley takes 1,154 mm of precipitation a year and most of it falls in that window.

Closer to the Courtenay, Puntledge, and Tsolum rivers, floodplain silt and a shallow winter water table are common. A pad there may need a raised fill approach and a drainage plan rather than a deeper excavation.

Approvals that touch site preparation

Foundation excavation itself is covered by the building permit for the structure — inside the city that is the City of Courtenay Building Division, and in the rural electoral areas it is CVRD Building Services, which administers permits everywhere except Denman and Hornby Islands.

Moving soil is a separate question. Depositing or removing soil inside city boundaries falls under the City of Courtenay's soil fill and placement bylaw, administered through Subdivision and Development Engineering, and the application schedules have to be prepared by a qualified professional. On land inside the Agricultural Land Reserve, placing fill or removing soil generally requires a Notice of Intent filed with the Agricultural Land Commission at least 60 days before work starts, with a $150 fee.

Before any powered excavation, WorkSafeBC OHS Regulation section 20.79 requires the location of all underground utility services to be accurately determined. A BC 1 Call ticket is free, and utility members have three working days to respond.

How a lot gets prepared

    Read the survey and the drawings Finished floor elevation, setbacks, and the drainage fall come off the approved plans. Anything ambiguous gets settled with the designer before a machine is booked.

    Strip and stockpile Topsoil and organics come off the building footprint and are stockpiled for reuse in landscaping, or hauled out if the lot has no room. Organics left under a pad are the most common cause of settlement.

    Cut, fill, and compact The pad is cut to grade, low areas are brought up with structural fill in lifts, and each lift is compacted separately. Sand takes compaction readily; Vashon till needs moisture control.

    Prove the grade Final elevations are checked against the drawings, and the pad is shaped so water runs away from the footprint before backfill begins.

Local conditions

Merville and Black Creek lots sit on deep Quadra Sand — fast to dig, cheap to compact, but sloughing is a real hazard on any face left vertical, and WorkSafeBC requires an excavation over 1.2 metres that a worker enters to be sloped, benched, or shored. Lots on the Courtenay River flats behave the opposite way: slow-draining silt, a high winter water table, and a pad that usually has to come up rather than down.

In practice

Situation
A 0.6 acre lot off Headquarters Road north of Courtenay, cleared for a single-storey build with an attached shop, with the pad falling 1.4 metres across the footprint.
Complication
The high side was Vashon till and the low side was river-influenced silt, so a single compaction approach would have left half the pad under-bearing.
Resolution
The till side was cut and reused as structural fill on the silt side in 300 mm lifts, each compacted separately, which balanced the site and removed the need for imported fill entirely.

How long does site preparation take?

Most residential lots in the Comox Valley take two to five working days for stripping, cutting, filling and compaction, assuming dry ground and clear access. Wet till, a high water table, or hauling material off-site can double that. The BC 1 Call locate has to be requested about a week ahead, so the calendar usually starts there.

Does topsoil have to leave the property?

Not usually. Stripped topsoil is normally stockpiled in a corner of the lot and reused for landscaping once the build is done, which avoids paying to haul it out and buy it back. Hauling only becomes necessary when the lot is too tight to store it, or the material is contaminated with construction debris.

What is structural fill?

Structural fill is imported granular material — typically a pit-run or crushed product — placed in controlled lifts and compacted to a specified density so it can carry a footing. Native topsoil and organics cannot do that job at any compaction, which is why they get stripped first.

Can a pad be built during the winter?

Sand-based lots often can. Till and silt lots are harder, because the Comox Valley takes most of its 1,154 mm of annual precipitation between October and April, and compacting wet clay does not work. Where the build calendar allows, till sites are better scheduled for late spring through early autumn.
